I recommend a meta-request: ask for all the correspondence relating to your request. They claimed "consultation" was the reason behind the extension, so ask for that.
Regarding 9(2)(g)(ii) (Improper pressure or harassment) - I can see this could be a concern for prison directors, but we should see evidence of how they have weighed up the public interest.
The Ombudsman has a guide on how this should be applied, which may be useful to cite if you choose to make a complaint. The guide is here: http://www.ombudsman.parliament.nz/syste...
Among other things, it says it is necessary to determine "what sort of behaviour may be expected as a result of the release of this information."
Published case notes and decisions for 9(2)(g)(ii) usually side with the requester when it comes to revealing names of senior public servants, though I'm not so sure about phone numbers and email addresses.

Withholding the work contact details of senior public servants with such little and vague justification is pretty unacceptable. I would recommend you complain to the Office of the Ombudsman about this refusal.
I believe, based on an email I received in December 2015, that the Department of Corrections uses the firstname.lastname@corrections.govt.nz format for their email addresses.
If the email addresses they are withholding for prison directors match that format, trying to withhold that information in this manner is pretty ridiculous.
