Compliance with archiving agreement

Joss J. made this Official Information request to Jacinda Ardern

The request was successful.

From: Joss J.

Dear Jacinda Ardern,

Firstly, congratulations on your pregnancy and the government’s socially-minded and progressive policies.

My OIA request relates to the Memorandum of Understanding between the Minister for Arts, Culture and Heritage and Nga Taonga Sound & Vision, which is due to expire at the end of June 2018.

The MoU (clause 7) allows you to, among other things, amend the memorandum, withhold Crown payments or require repayment if outputs of the MoU have not been met.

Clearly some of the outputs of the MoU have not been met by the archive, for example the non-availability online of TVNZ titles and catalogue in 2014, 2015, 2016 and 2017.

So, can you please supply me with all official information that documents what actions you have taken to seek compliance or alter funding arrangements with the archive because outputs have not been met.

Can you also please supply the report (if available) that the archive was meant to supply to the Minister before 30 June 2018 which documents the TVNZ Archive project.

Can you also please supply all briefings that you have received relating to Nga Taonga.

Again, congratulations on the pregnancy and I look forward to hearing from you,

Yours faithfully,

Joss J.

Dear Joss J,

I refer to your request under the Official Information Act 1982 (OIA),
dated 24 May 2018 for information relating to the Memorandum of
Understanding between the Minister for Arts, Culture and Heritage and Ngā
Taonga Sound & Vision.

The OIA requires that the Minister’s office advises you of the Minister’s
decision on your request no later than 20 working days after the day we
received your request. Unfortunately, it will not be possible to meet that
time limit. I am therefore writing to notify you of an extension of the
time to make the a decision on your request.

This extension, which has been made under section 15A(1)(b) of the OIA, is
necessary because consultations required to make a decision on your
request are such that a proper response cannot reasonably be made within
the original time limit. You can expect to receive a response to your
request by 9 July 2018.

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
[1]www.ombudsman.parliament.nz or free phone 0800 802 602.

Kind regards

Oliver
