Thank you for your request for a "copy of the most up to date Rescue
 Coordination Centre New Zealand (RCCNZ) Procedures Manual - Standard
 Operating Procedures".
 
I am writing to provide you with some clarification about the type of
 information RCCNZ holds relevant to your request and to seek your advice
 about how you wish to proceed. 
 
RCCNZ's Standard Operating Procedures are based on the International
 Aeronautical and Maritime Search and Rescue (IAMSAR) Manual jointly
 published by the International Maritime Organization (IMO) and the
 International Civil Aviation Organization (ICAO).  The IAMSAR is available
 for purchase from the IMO at

RCCNZ's current Standard Operating Procedures (SOPs) are in the process of
 being revised and updated.  This process is almost completed and RCCNZ
 expects a comprehensive updated set of new SOPs to be issued to staff by
 mid-March 2018.  The current SOPs are, in part, out of date and have been
 replaced by Temporary Operating Instructions (TOIs).  The SOPs and TOIs
 only exist in electronic form and are not held in paper form.  The SOPs
 are embedded into RCCNZ’s Incident Management System so the Search and
 Rescue Officers can directly refer to them during an incident; this also
 allows staff to attach the relevant SOP forms directly to the incident
 log. It will therefore be necessary for Maritime NZ to reduce the
 information you are seeking to paper form, which is likely to require a
 significant investment of staff time.  In addition, the SOPs utilise a
 hyperlinking system to join relevant sections together.  If printed, the
 pages of the SOPs will not necessarily read in a logical fashion, without
 the relevant hyperlinking. 
 
In the circumstances, I would be grateful if you could let me know whether
 you want to request the SOPs as they currently exist or whether you would
 prefer to withdraw your request and resubmit it once the new SOPs have
 been finalised. 
 
In addition, before we process your request further, I would be grateful
 if you could confirm that you are one of the persons who is entitled to
 make an Official Information Act request under section 12 of the Official
 Information Act.  I would be grateful if you could telephone me to confirm
 that you are a New Zealand citizen or New Zealand permanent resident or a
 person in New Zealand.
