From: S Ashworth
Dear Accident Compensation Corporation,
Could you please provide information detailing the number of times that Wikipedia is referenced in Treatment Injury Reports and Treatment Injury Advice (ACC2187) for the last 5 years?
I can confirm that I am a New Zealand citizen, resident in New Zealand and as such I am eligible to make Official Information Act requests.
Yours faithfully,
Ms Ashworth

Dear Ms Ashworth
Thank you for your request for information below, dated 17 October 2017. ACC ref 0050847.
Given the nature of your request, we have responded under the provisions of the Official Information Act 1981, (the Act).
ACC is unable to provide the information requested without undertaking significant collation and research, as this is not information that is held in a readily accessible form in our systems. We would need to manually review each Treatment Injury claim file to identify if the term 'Wikipedia' was used in a Treatment Injury Report or Treatment Injury Advice (ACC2187), for the 5 year time period you requested.
Therefore, we are declining your request under section 18(f) of the Act, (due to substantial collation or research). Rather than declining your request, we did consider charging you or extending the time limit for responding to your request under the Act. However, the amount of documentation to be looked at, the time required and the necessary diversion of resources would have unreasonably interfered with ACC’s operations. Therefore we have decided not to proceed with these options.
If you have any questions about this response, ACC is happy to work with you to answer these. Please reply by return email or write to Government Engagement and Support, PO Box 242, Wellington 6140.
You also have the right to contact the Office of the Ombudsman if you are unhappy with ACC's response. You can call them on 0800 802 602 between 9am and 5pm on weekdays, or write to The Office of the Ombudsman, PO Box 10152, Wellington 6143.
Yours sincerely
Government Engagement and Support

Dear Government Services,
I am most surprised by your response that "this is not information that is held in a readily accessible form in our systems".
The Treatment Injury Reports and Treatment Injury Advice (ACC2187) are clearly not hand written, but are typed using a computer application and are clearly created in an electronic format.
ACC will store these documents in an electronic repository, most likely a document management system.
It is a standard feature of these applications that content can be searched using an automated process and not using a manual one. Typical functionality includes searching based on multiple parameters including date ranges and words in the text.
Could you review your answer to my request as the need to check every document manually is not credible.
Alternatively, if you restrict the search to two months, September and October 2017, which is a thirty fold reduction in the search work required, this would be acceptable.
Yours sincerely,
S Ashworth
