Alcohol purchases
Bob Johnston made this Official Information request to The Treasury
The request was successful.
From: Bob Johnston
Dear The Treasury,
Please tell me how much alcohol the Treasury has purchased each month for the last 12 months up to and including August 2017. Please include alcohol purchased on account by the Ministry or by way of invoices issued to the Treasury and also any and all alcohol purchased on credit cards issued to Treasury staff. For purchases on credit cards please include for each credit card used to purchase alcohol, the position title and position level of the cardholder within the organisation ie CE, or the various tiers below the CE, who approved the purchase (position title and level). For all purchases pleas include details of the reason for the purchases and how this accords with any policy the Treasury has in the purchase of alcohol with Treasury funds.
Yours faithfully,
Bob Johnston

Dear Ministerial Services Inbox [TSY],
Thank you for your advice regarding an extension to my request. You have stated that you require the extension to undertake consultations necessary to make a decision on the request.
Can you please advise me who you need to consult to make a decision, and what exactly the consultation is over as it seems to me to be a pretty straight forward request that could be decided on quite easily. Please treat this as a separate OIA request if necessary. The purchase of alcohol wth taxpayer money would generally be seen as sensitive expenditure, and something that Treasury would surely keep a prudent watch over, if for no other reason than credibility with the other agencies whose expenditure it is Treasury’s role to oversee and critique etc. I would have thought the request would be dealt with by the corporate Finance team, and they could decide on the request without requiring any “consultations”.
Yours sincerely,
Bob Johnston

The Treasury
Dear Bob,
Thank you for your email.
It is usual for the Treasury (and other agencies) to consult interested parties when an OIA request is received. The purpose of consultation is to ensure all relevant information is captured and all relevant considerations are taken into account when making a decision on the OIA request. This ensures the best outcome for the requester.
Consultation is recognised as a very important part of the OIA process and is specifically provided for in the Act as a valid reason for extending the timeframe (section 15A).
For your request, Treasury is consulting internally with relevant people and teams, and also with the incoming Minister of Finance. As stated in our letter of 25 October, we will respond to your request as soon as possible. You have the right to ask the Ombudsman to review our decision to extend the timeframe for responding.
Regards,
Emma Davey | Ministerial Advisor | The Treasury
