An update on the IPCA investigation into an illegal breath test stop on Dowse Drive, Lower Hutt 2 October 2016.

Janet Sykes made this Official Information request to Minister of Justice

This request has an unknown status. We're waiting for Janet Sykes to read a recent response and update the status.

From: Janet Sykes

Dear Minister of Justice,

I made an enquiry to the IPCA in late April regarding the progress of this investigation and as part of a verbal response was told that a report would most likely be released in a month or 2. It is now 3 and a half months later and today I have been told by the IPCA that the release date is still a couple of months away, at least.

The performance expectations documents on the IPCA's website indicates that the authority reports to you "....on any issues that may result in significant media, public or parliamentary attention." And that you receive four-monthly performance reports which highlight any emerging issues.

I note too that the performance expectation is for reporting to be completed within 12 months, and delivery or the report in another couple of months will still meet that expectation.

My concern though is that this issue has huge public interest and I would like to know why the reports release has been delayed so significantly. Peoples lives were and still are being significantly affected by this event and I believe transparency is needed about what took place and why. And that information about this issue is needed before we head to the polls in just a few weeks time.

I believe there will be huge media and public interest in the outcome of this investigation and any delays in releasing a report that was in it's final stages (as I understood the conversation) should be well justified.

My request therefore is to receive information on the reasons that a report, that was in it's final stages in late April, has still not been released.

Thank you

Yours faithfully,

Janet Sykes
