I would also like to request the specific Section of the Electoral Act 1993 that states a financial member must pay their own financial contribution and it cannot be gifted as a koha.

Dear Destiny
Thank you for your 15 August 2017 email to the Electoral Commission under
the Official Information Act 1982 (the Act) requesting all policies and
procedures regarding registering a political party.
The Electoral Commission's Party Registration Handbook, the application
form to register a party and logo, template statutory declarations, the
template membership form and the template spreadsheet for prospective
parties are publicly available on [1]www.elections.org.nz.
A copy of the Electoral Commission's Policy and Procedures for the
Registration and Cancellation of Registration of Political Parties and
Logos used by staff and the Electoral Commission Board is released under
the Act and is attached to this email.
You have also requested the specific section of the Electoral Act 1993
that states a financial member must pay their own financial contribution
and it cannot be gifted as a koha.
Section 3 of the Electoral Act 1993 provides the following definition of a
‘current financial member’:
current financial member, in relation to a political party, means a member
of the party—
(a) whose membership of the party resulted from an application made by the
member to join the party; and
(b) who is, under the party’s rules, subject to an obligation to pay to
the party a membership fee—
(i) on becoming a member; and
(ii) then at specified intervals of not more than 3 years; and
(c) who has paid to the party every membership fee that has for the time
being become payable by the member in accordance with those rules
You have the right under section 28(3) of the Act to complain to the
Ombudsman if you are not satisfied with the response to your request.
