Under the Official Information Act 1982, could I please request all documents that the New Zealand Qualifications Authority ("Authority") holds, that discuss:

(1) the obligations and processes that universities must comply with to ensure that changes to existing programmes and qualifications are clearly communicated to, and will not negatively impact upon, students currently enrolled in those existing programmes and qualifications; and

(2) the obligations and processes that universities must comply with to ensure that the requirements and assessment of any programme or qualification are clearly communicated to it students.

I refer to your Official Information Act request of 3 July 2017  for
documents that contain information about processes and obligations
universities must comply with in relation to changes to programmes and
qualifications.

 

NZQA has transferred the request to Universities New Zealand (UNZ). The
information you are seeking is not held by us and is believed to be held
by UNZ. In these circumstances we are required by section 14 of the
Official Information Act request to transfer your request.

The Committee on University Academic Programmes (CUAP) outlines the
regulations and processes for programme approval and accreditation in the
university sector in its Handbook. Pdf and html versions of the CUAP

With regards to your request:

 

 1. the obligations and processes that universities must comply with to
ensure that changes to existing programmes and qualifications are
clearly communicated to, and will not negatively impact upon, students
currently enrolled in those existing programmes and qualifications;

 

This is covered generally under Section 6.4.2 of the CUAP Handbook which
requires universities to report on the implications for students of
changes to programmes.

 

It’s covered in the CUAP Handbook more explicitly for programmes
conditionally approved by CUAP (s.6.7.3) and for programmes delivered
offshore (Appendix G  s13.3.2 and s13.4.3.6).

 

2)  the obligations and processes that universities must comply with to
ensure that the requirements and assessment of any programme or
qualification are clearly communicated to it students.

 

Again, in general terms, CUAP publishes Guidelines on information for
intending students (Appendix I of the CUAP Handbook).

have their own internal policies which may provide further information for
your purposes.

I have attached the original request to this email together with my email
advising the requester that NZQA is transferring the request to
UniversitiesNZ.

 

I am transferring the request to Universities New Zealand under section 14
(b) (i) of the Act as I believe this information is likely to be held by
 Universities New Zealand.

 

Under section 19 and 28(3) of the Act you have the right to ask an
Ombudsman to renew this decision.
