Dear Mr Cranston

Flexi-Wage, which is a wage subsidy, is paid under the Employment and Work
Readiness Assistance Programme (EWRA).  It is a welfare programme under
the Social Security Act 1964 that was introduced on 6 March 2014.  From 1
July 2014, the EWRA was amended to fully replace the Ministerial
Guidelines for Employment and Training Assistance.  The EWRA is the
overarching programme that enables us provide a wide range of employment
and work related assistance.

There are 13 categories of assistance under the EWRA:

·         Additional costs associated with employment, study, or
employment related training

·         Assistance for young people

·         Assistance to access childcare or care for people with sickness,
injury or disability or elderly people

·         Assistance to enter self-employment

·         Assistance to transition into employment

·         Career guidance and information services

·         Education and employment-related training

·         Extra or specialist assistance for eligible people with
sickness, injury or disability

·         Incentive payments

·         Job search assistance, employment placement, and in-work support
services

·         Wage subsidies

·         Work confidence and motivation
assistance

·         Work experience, activity in the community, and voluntary work

These categories provide details and limits payable for the range of
programmes and services covered under the EWRA. They also provide a
framework for future changes to the range and nature of employment and
work readiness supports provided through Work and Income.
