I have read that following a review the Canterbury Police District is being restructured by combining the previous North Canterbury and Selwyn sub-areas to form a new Canterbury Rural area.

Pursuant to the Official Information Act 1982 please provide me with the discussion document and/or decision document relating to this restructure.

Many thanks for your help with this - I confirm that I am a New Zealand citizen resident in New Zealand.

Dear RODLEY, Natasha,

Thank you for your response to my Official Information Act request.

Your refusal letter states that you "have considered my request in accordance with the Privacy Act 1993" and that if I am not satisfied with your response to my request I "have the right to complain to the Office of the Privacy Commissioner". I am not sure why you are mentioning the Privacy Act as my request was made pursuant to the Official Information Act 1982 and I understand that under that Act I have the right to complain to the Office of the Ombudsman. I am therefore at a loss to know how the Office of the Privacy Commissioner would be involved. You also state that my request is refused pursuant to section 9(2)(a) of the Official Information Act 1982 and on looking up the Act I note this section states that official information can be withheld "if, and only if, the withholding of the information is necessary to (a) protect the privacy of natural persons, including that of deceased natural persons". I doubt any documents relating to the restructure of the Canterbury District would make a lot of reference to natural persons and totally doubt there will be any mention of deceased natural persons. I would be grateful for your comments on the above points I have made.

You may not be aware that numerous documents relating to a review of the West Coast Area of the Tasman District were made publicly available on the New Zealand Police website in late 2015 and early 2016. These included an "Overview Document", a "Service Delivery Review : Considerations" document, a "Proposed Service Delivery Model Consultation Document", a "Decisions Document" and a "Consultation Feedback" document. In addition, I have recently been provided with a "Decision Document" relating to the organisational design of The Southern District Road Policing Group and a "Decisions Document" relating to the organisational alignment of the Central District (Project Balance) after making requests for these pursuant to the Official Information Act. On the Stuff website on Saturday there was also mention that staff submissions to the Project Balance consultation were provided to Fairfax Media after an application for this under the Act. So there appears to be quite a precedent for the release of these documents under the Official Information Act and even making them publicly available on the Police website and I would also be grateful for your comments on this.

Hi Grant,

Thanks for your email. The information may be released at a later date. However currently we are going through the process of informing individual staff that hold positions that are proposed to be affected by restructure. This process is not yet complete, therefore we are protecting the privacy of those people before it is publicly released.
