This is a well reasoned response from Cert NZ (under the auspices of MBIE).
They invited the requester to narrow the scope of the request and they claim no further clarification was received from the requester. This shows a degree of goodwill to work with the requester to find a solution.
They have provided an evidential basis to support the withholding of the information, which shows they have properly considered the information being requested and its sensitivity.
Interestingly, despite pointing to substantial collation and research as being a possible withholding reason, they have decided to use other reasons such as security of NZ and retaining confidences.
