Under the Official Information Act, I request as a citizen of New Zealand, information (specified in numbers 1-4 below) relating to any and all contact or communication in the period between 1 February 2015 and 1 December 2016 as between A and B:
A. MBIE (or any member or representative of MBIE) and
B. Colleen Cavanagh (or any associated parties related to Mrs Cavanagh) or to the patent attorney firm AJ Park (or any of its partners, employees, contractors or associated persons).
The information requested includes:
1. the fact that there has been contact or communication between the relevant parties
2. any details or records of such contact or communication
3. the content of such contact or communication
4. any phone bills, phone records, emails, or draft emails relating to 1-3 above
and includes, but is not limited to, any information relating to Callaghan Innovation or Callaghan Innovation’s InnovationIP Programme.

Dear Mr Witcombe and the MBIE team
Thank you for your kind invitation to significantly narrow the scope of my request on 3 February 2017, after clarifying on January 10 and 17 my right as a citizen to request such in formation.
I appreciate the breadth of the MBIE team but I unfortunately can only provide more clarity to an extent. The Ministry itself may be able to narrow the persons concerned to teams or people within MBIE which fall into one of the following categories:
1. involved with Callaghan Innovation initiatives such as Innovation IP; or
2. dealing with patent attorneys such as AJ Park;
and are therefore of great relevance to the request.
I think it appropriate that the search within the whole of MBIE is limited to teams or people which fall into one or more of the above 2 categories and invite any further suggestions which you might have.
As regards "any associated parties related to Mrs Cavanagh" and "employIees, contractors or associated persons of AJ Park" I direct the Ministry to the "Our People" page of the AJ Park website http://www.ajpark.com/our-people/ and the link on that page to Colleen Cavanagh's team, which identifies: Colleen Cavanagh, Damon Butler, Amanda Griffiths, Angela Wray, Marcus Woodhouse, Katherine Bowker, Margot Smith, Katherine Sutcliffe, Ben Sullivan, Filza Tariq, Kit Horsely, Thomas Robinson-Piper, Amanda Gibbs and AJ Park Chairman John Hackett.
These two phrases are designed to ensure that the request captures official information communications between the Ministry and other members of Mrs Cavanagh's team on related matters or on her behalf.
