    Dear Celia,
I refer to your request below.
It appears that Mr. Paul Barrell has made a very similar request recently and Adam Twose from Council responded. Do you have a copy of that response? If not I can send it to you.
In regards to the date that the culvert was replaced under Kakariki Road, the Roading Department have advised that it was replaced in December 2006.
I look forward to hearing back from you.

    Dear Kathryn Candy,
Yes I asked Mr Twose for the information he said he couldn't find anything, I then rang Hydrotech who did the work and they said they do have information about the work done but couldn't release it to me but if the WDC asked for the info they would provide it I then rang Mr Twose and informed him of this he then told me to request it through this site. I would all so hazard a guess the Retirement village would have info on the work done on the stream from years ago as the WDC have owned the stream since 1991.
Yours sincerely,
Paul Barrell

    Hi Stephen and Paul,

Sorry to have missed your call today Stephen.  I wanted to give you both
an update on where we are at with your information requests.

I have logged a request with Hydrotech to get from them all information on
work that they have undertaken for Council on this stream.  I will let you
know when I have this information.  This will also assist with doing a
targeted search of our Council records.

I have been speaking to the Waste and Drainage Manager here at Council and
he is very keen to do a site visit to meet with you and to understand the
issues and think about solutions.  Perhaps if you could provide some dates
and times that would suit you both then we can co-ordinate a visit.

Regards

    Hi Kathryn
Thank you for getting the record search underway
As for your last paragraph I suspect Paul has been down this road with
your people a few times. I was there on just one of those occasions when
Adam Twose and a female associate from (I think) from Waste and Drainage
 visited in April
The visits have so far been largely undocumented and not (so far as I can
 work out) particularly solution orientated.
No doubt a visit that was solution orientated could be a step forward
Since I am mostly in Wellington I will leave it to Paul to respond as to
whether and if so when he can meet up with the Waste and Drainage
 Manager.
Note that I understand that there has already been an inconclusive meeting
with the CEO on this matter - so obviously any further progress will
likely depend on good internal communications at your end
 Cheers

    Hi Stephen and Paul,

Our business records team have undertaken an extensive search of Council
records for any information on this matter and have not been able to find
anything.  I have been in touch with Hydrotech and they also have nothing
of relevance. Attached is what has been sent to me.  In regard to whether
there is another contractor involved, again the information that I have
from the staff involved is that there have been no other contractors, but
I will confirm that again with Andrew Carvell (Waste and Drainage Manager)
 today.

Unfortunately I am unable to assist you any further regarding tracking
down information regarding work on this stream.  Paul I believe you are
meeting with Andrew today.  I do hope that you get some answers from that
meeting.  If I can be of any further assistance in this matter, please do
 not hesitate to contact me.

    Thanks Kathryn
Well this is rather extraordinary since I have seen work being done
upstream with boulder placement on the banks by what I understood to be
Council contractors. Who else would do that work ?
Is Council saying it has never commissioned work on or in relation to the
stream or simply that it does not have any record of having done so (and
there is no one at Council who has any memory of Council having done so?)
There are other aspects of my request that do not seem to have been
 addressed
I can go back and be more specific on these omissions but they should be
obvious from a plain reading of the request
Could you please action these since Council is now overdue in meeting the
all the requirements of my info request

    Dear Kathryn Candy,
It seems funny to me that the Wdc and Hydrotech (when I contacted Hydrotech they said they had information on the stream work?) don't have any information on the work completed that would have needed consultation with an engineer as if the structural gabion baskets fail someone would be in a spot of bother if there are no as-built drawings, (As-Built) A Revised set of drawing submitted by a contractor upon completion of a project or a particular job. They reflect all changes made in the specifications and working drawings during the construction process, and show the exact dimensions, geometry, and location of all elements of the work completed. Re our Phone call I will be in touch.

    Dear Kathryn Candy,
Hi Kathryn I have found information relating to the work the Wdc has completed on the stream in question, Information that the council should have in its records as the work was done approximately a year ago with the Wdc and its contractor/s completing the work.

    Hi Paul,
Thanks for your emails - I do appreciate how frustrating this is for you all. We are doing our best to understand who did this work and when and we will continue to try and find out what happened. And thanks for sending through the information that you have retrieved.
I am glad to see that you have a meeting set up with Andrew Carvell to look at the substantive issue of stream erosion. I am hopeful that you will find some resolution of these matters.

    Dear Kathryn Candy,
Thank you for your response
Tying to understand who did the work?
It was the WDC who paid for and completed the work with the contractor Hydrotech (WDC contractor who all so has no info on the work done?) as the letters I sent you show. Engineers the now gone Adam Twose sent out? I can't understand how the WDC has no record of work completed under a year ago which required engineers to design and sign off asbuilts?. Incompetence is a word that springs to mind and the WDC attitude of we can do whatever we like with out consequence. After being told the work was not done by the WDC by a number of WDC employees with no records to be found the information that I found and sent you seems to paint a different picture as well as there being more information in writing available if you know where to find it. The WDC have been found wanting iv found them to be as difficult and unhelpful as humanly possible. I thought the WDC were here to help and work with the Ratepayers. Andrew Carvell has so far been very helpful and seems to want this situation sorted as we all do getting the Stream up to the standard of the work done on the Retirement village side by the WDC will go a long way to ending every ones frustrations.
Yours sincerely,
Paul Barrell

    Dear Kathryn Candy,
Hi Kathryn
Just a helpful tip for you to understand who did the work and when, I spoke to Fiona Pratt from the Wdc this afternoon and she managed the work completed on the retirement village side so she will have all the info for you so all the records we have asked for she will have access to or info on, also the culvert you told me was installed in 2006 was all so completed well before then.
Communication not a strong point at the Wdc

    Dear Kathryn Candy,
Just wondering if you understand who did the work and when yet, as by law the Wdc should have the info and as hydrotech did the work and Fiona pratt from the Wdc managed the job the info should be easy to find. as I said I spoke to hyrotech about the info and they said they had it but when it came to the crunch the council couldn't find anything which is weird since a Wdc employee managed the job.
Please explain

    Dear Paul,
I was under the impression that you had been given this information when on site with Council staff. For clarity, my understanding from the Waste and Drainage team is that work was done by Hydrotech at Kakariki Road and at the stream at the beginning of 2016 (completed in February 2016).

    Dear Kathryn Candy,
No the council was still in denial about the work completed and who it was completed by (I have witnesses to the denial) and your extensive search tuned up no information even though i managed to find it but thank you for clearing that up and i am still waiting for the info on the work done on the stream by hydrotech for the retirement village side paid for by the council as there were engineers used to design the work completed, the Wdc by law should have the info as should hydrotech being a council contractor as if things should go bad an asbuilt plan should be able to be produced especially on work completed approximately a year ago . The Wdc has continually lied to me and been as unhelpful as humanly possible and i as a ratepayer have had enough and my evidence in mounting.

    Dear Paul,

Our records show that you have made the following request to council:

I will try again. I would like ALL the information about the Ngunguru
retirement village storm water improvements Kakariki road Ngunguru, ALL
Information from Hawthorn and Geddes the engineers involved in the project
(Plans drawn up 2004)  all so ALL information on culvert PC11 (installed
by Mackenzie contractors) and down stream of culvert PC11 to the Ngunguru
estuary of work that was completed between 2005 & 2006 and the work that
was supposed to be completed and was not done between 2005 and 2006.
lastly all the information from Hydrotech (Fiona Pratt Wdc managed the
job) about the gabion baskets installed approx a year and a half ago. All
of this work the Wdc denied doing. ????

I understand from Andrew Carvell that you have, subsequent to this
request, had a meeting with Andrew, the Mayor and Councillor Anna Murphy
to further discuss the future work on the stream.  I have been advised
that upon the agreement of Council to extend the proposed works responses
to requests for information such as the above would not be required.  I
understand that you are currently discussing scope and dates for this work
 with Andrew.

Please advise, taking into consideration the above, whether you wish to
 continue with your latest request.
