I recently read in a treasury report that
"30 - HNZC has recently re-drafted its 10 year Asset Management Strategy (AMS). The goals of the AMS are to:
- reduce the concentration of state housing so that no community will have more than 15 percent state housing presence"

Our Asset Management Strategy 2012 (AMS) included a goal that through reconfiguration of the portfolio over a ten year period Housing New Zealand would endeavour to reduce its presence to no more than 15 percent of the houses within a community.
In practice that goal led to a refining of our concentration approach in our AMS 2014 to one that is focussed on community outcomes rather than a hard lined concentration level. Therefore, our AMS 2014 acknowledged that any redevelopment and new supply decisions should result in an appropriate level of concentration to promote good community function.
Reducing the concentration of state housing so that no community will have more than 15 percent state housing presence is not a goal of the current AMS. As noted in the response to your previous request, Housing New Zealand makes development decisions, including decisions about the concentration of social housing at a site, street or neighbourhood level on a case by case basis taking into account a range of factors.

Thank you for your email. The AMS is not a public document and there are no internet links to this. The AMS 2014 has since been superseded by AMS 2016.
Can you clarify for me if you want the AMS 2014 or the AMS 2016?
It is likely that some of the content of the full AMS is commercially sensitive. However, there is a summary version of the document that provides the key information minus some of the commercial financial details.
Please let me know if you would like a copy of the AMS 2014 or 2016 and if you are happy to receive the summarised version? We will still need to consider your request in terms of the Official Information Act to assess if anything needs to be withheld, but we are likely to be able to make the summarised version available to you sooner.
