NZ Drivers Licences being Issued to Chinese Nationals in China

Dear New Zealand Transport Agency,
I would like to understand the process for Chinese Nationals applying for a NZ drivers licence prior to arrival in NZ.
There have been several occasions on Chinese nationals checking into NZ accommodation straight from the airport who are producing a NZ Drivers Licence, when it is there first trip to NZ. They have advised they have applied for these in the home country prior to arrival in order to hire a car in NZ easily.
Can you please provide details on the process for their application, who/how these are authorised and the number of NZ licences issued to Chinese Nationals while in China.
Can you please also provide details on any other country this service is being offered to.
