I refer to your request for: all training manuals/publications held for
the Glock 17 pistol and Bushmaster M4A3 rifle.
I have been asked to notify you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982, because the request necessitates a search
through a large quantity of information and consultations such that a
proper response to the request cannot reasonably be made within the
original time limit.
Police requires until 28 April 2017 to provide a substantive response to
your request.
You have the right to complain to the Office of the Ombudsmen about this
extension.

Firstly I apologize for not responding to your messages dated 20 March and 22 March 2017. I did not receive notification through fyi.org.nz that a you had responded to my request.
The information sought is purely training information relating to the weapons themselves, rather than how police are trained to deploy them. I would be more than happy for the information relating to the "deployment tactics and decision making" to be redacted from any information provided.
I ask that you please consider disclosing redacted copies of these training manuals, as I do not believe that this can be withheld under s. 6(a) of the Official Information Act. This information is sought for research purposes only.

Thank you for your email. Police advise that, aside from nomenclature and safety precautions, all other training, including any kit, weapon drills and skills, is particular to NZ Police and is operationally sensitive along with deployment tactics and decision-making. Police believes that the ground for withholding the information pursuant to s6(c) of the Official Information Act is valid. Given the nature of your request is for "purely training information relating to the weapons themselves", it is suggested that you refer to the Internet and the multiple sites there that provide this type of material.
