Dear New Zealand Police,
I am concerned by recent media reports that a Police vehicle was stolen and was subsequently unable to be located.
I am requesting to know if any / all Police vehicles are equipped with GPS or similar tracking equipment and if so, why the vehicle was unable to be located, or if not (given that this potentially poses a safety hazard) why this has not been done yet, in accordance with the Official Information Act 1982.
For the purposes of the Act, I am a New Zealand citizen and residing in New Zealand at the time of making this request. You generally have 20 working days to respond to this notice, as required by law. Your response will be published publicly on the fyi.org.nz website.

I refer to your Official Information Act request of 26 January 2017. You
asked ‘if any/all Police vehicles are equipped with GPS or similar
tracking equipment and if so, why the vehicle was unable to be located, or
if not (given that this potentially poses a safety hazard) why this has
not been done yet’.
Pursuant to section 15A of the Official Information Act 1982, I have been
asked to advise you of the requirement to extend the time limit to respond
to your request. The period of the extension is until 14 March 2017.
The reason for the extension is that the time required for the
consultations necessary to make a decision on the request is such that a
proper response cannot reasonably be made within the original time limit.
You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.

Respectfully, I am unsure if my request has been read and understood.
If so, I find it odd, if not seriously concerning, to learn that Police are unable to confirm if they have located one of their own vehicles that has been stolen. Later news articles have suggested that the vehicle has been located. Why then was this part of my request refused?
I have also managed to locate an article from 2012 (http://www.stuff.co.nz/business/industri...) which suggests that Police cars are now equipped with GPS tracking technology. Why then was this part of my request refused when it should have been declined under grounds that it was already in the public domain?

Thank you again for your further enquiry.
I understand you are referring to a police car found burnt out in Meremere and whether it had been located. Police can confirm that it has been located, and this information is in the public domain and was reported on Stuff at the same time the theft was. http://www.stuff.co.nz/national/88813096...
Regarding your query about police use of GPS tracking equipment, Police are relying on s10 of the Official Information Act 1982 because it is important to police that we do not release to the public the current methods that police have in place to protect police property.
You have the right to complain to the Ombudsman if you are not satisfied with Police's response to any of your information requests.
