Fire Service Act 1975 Clause 27A List of Current Operational Instructions

Dear New Zealand Fire Service Commission,

Clause 27A(1) and 27A(2) of the Fire Service Act 1975 states the following:

(1) The National Commander shall from time to time issue operational instructions in respect of the operational requirements, duties, and scope of the Fire Service, not inconsistent with this Act, and all members of the Fire Service who hold Fire Service rank, volunteer fire brigades, defence fire brigades, and industrial fire brigades shall obey and be guided by those instructions communicated to them.

(2) Every operational instruction shall remain in force until cancelled by the National Commander.

Please provide the title and NZFSC reference number for the current National Commander operational instructions issued under Clause 27A(1) and currently in force under Clause 27A(2).

Thank you, however, this is not what was requested. The NZFSC have provided a categorisation of the operational areas, not a list of current operational instructions.

I requested the following: “Please provide the title and NZFSC reference number for the current National Commander operational instructions issued under Clause 27A(1) and currently in force under Clause 27A(2).”

All NZFSC operational instructions, which every firefighter must follow, is also located on the NZFS FireNet. For example, the operational review of the Racetech Fire (Incident F1446895), clearly provides a list of operational instructions and policies in Section 2.3.1 page 20, repeated below as an example of some of the operational instructions:

E3-2 Breathing apparatus
FL1 Driving
G2-1 Emergency medical support policy
IS1 Operational safety
M1 Command and control
M2 Mobilisation
M3 Communication protocols – operations
N2 NZFS uniform and PPE manual
N7a Schedule of service delivery guidelines
OS5 Operational skills maintenance
P2 Operations reviews
POLHR 6.10 Fatigue management policy
RD2 Operational planning

To reiterate my request, please provide the NZFSC document title for all current National Commander operational instructions issued under Clause 27A(1) and currently in force under Clause 27A(2). Please also include all policies that are also issued by the NZFSC and/or the National Commander. All that is necessary to comply with my OIA request, is to provide this list, which can be a full list of the documents and policies that are located on FireNet.
