Dear Ministerial Services,

Thank you for the response provided. I am afraid parts of the provided information is incorrect, incomplete or not as helpful as you would expect from a Government entity.

I have three request for clarification on the information provided:

1) Please confirm the reported periods. I asked for the last three years, i.e. October 2013 - September 2016. The report states 2013/14 but doesn't specify if this means Oct 2013 - Sept 2014, April 2013 - March 2014 or July 2013 - Jun 2014. Please provide me with the numbers for the period I asked for.

2) Please double check the numbers. The info provided shows obvious mistakes: 971 people leaving in 2013/14 is clearly incorrect.

3) You refer to a number of annual reports for the answers to the last two questions. Please be more helpful and specific (page numbers ,titles and links to the documents requested ) or alternatively provide the amounts as requested. I cannot realistically be expected to read hundreds of pages two find the numbers requested. One could possibly see this as "fobbing off" or Callaghan not willing to be fully transparent.

Further to your request for clarification, please see our responses below:
 
1) Please confirm the reported periods. I asked for the last three years,
i.e. October 2013 - September 2016. The report states 2013/14 but doesn't

The information was supplied to you as per our standard reporting periods
in which Callaghan Innovation collates data to meet the reporting
requirements of the Public Finance Act 1989 and the Crown Entities Act
2003.
The date ranges for the information supplied are:

* 1 July – 30 June 2013/14
* 1 July – 30 June 2014/15 
* 1 July – 30 June 2015/16.

 
Should you require the information for a differing period of time to that
supplied there may be costs associated with this, due to the resource
requirements to extract this information.
S15 (1A) & (2)  of the Official Information Act 1982 refers:
(1A)
Subject to [1]section 24, every department or Minister of the Crown or
organisation (including an organisation whose activities are funded in
whole or in part by another person) may charge for the supply of official
information under this Act.
(2)
Any charge fixed shall be reasonable and regard may be had to the cost of
the labour and materials involved in making the information available and
to any costs incurred pursuant to a request of the applicant to make the
information available urgently.
We would also require that the whole of this charge is paid in advance as
per S15(3);
(3)
The department or Minister of the Crown or organisation may require that
the whole or part of any charge be paid in advance.
2) Please double check the numbers. The info provided shows obvious
mistakes: 971 people leaving in 2013/14 is clearly incorrect.
 
There were 97 people leaving the organisation in 2013/14  - footnote 1 of
our original response refers.
^1 of the 97 staff leaving, includes the 58 staff who transferred from
Callaghan Innovation to the Ferrier and Robinson Institutes at Victoria
University.
3) You refer to a number of annual reports for the answers to the last two
