Prisoners refurbishing state houses

Dear Housing New Zealand Corporation,

According to a press release found here: http://www.scoop.co.nz/stories/PA1610/S0... , "More than 100 state houses that would otherwise have been demolished have been given a new lease on life through a partnership between Housing New Zealand and Corrections that refurbishes the homes and also gives prisoners valuable work skills."

I am interested in the labour conditions of this work. My questions are as follows:

1) The release states that "more than 40 houses" have been refurbished at Rolleston prison.
a) How many prisoners took part in this refurbishment?
b) How many work hours were spent on the refurbishment?
c) How many hours, on average, did it take for a house to be refurbished and how many prisoners worked on each house at any given time?
d) Were the prisoners paid for their work by Housing New Zealand? If yes, what was the hourly rate paid to prisoners? What was the total amount paid to prisoners for their labour on this project?
e) Was the Department of Corrections paid for the work done by prisoners by Housing New Zealand? If yes, what was the total amount paid to the Department of Corrections?
f) Was any transfer of funds made between Housing New Zealand and the Department of Corrections in compensation for the labour hours of prisoners?

2) The release states that at "Spring Hill Prison in Waikato, 71 have been refurbished since 2008."
a) How many prisoners took part in this refurbishment?
b) How many work hours were spent on this refurbishment?
c) How many hours, on average, did it take for a house to be refurbished and how many prisoners worked on each house at any given time?
d) Were the prisoners paid for their work by Housing New Zealand? If yes, what was the hourly rate paid to prisoners? What was the total amount paid to prisoners for their labour on this project?
e) Was the Department of Corrections paid for the work done by prisoners by Housing New Zealand? If yes, what was the total amount paid to the Department of Corrections?
f) Was any transfer of funds made between Housing New Zealand and the Department of Corrections in compensation for the labour hours of prisoners?

3) If it is not possible to separate the spending on the projects at Spring Hill and Rolleston, please answer these questions in relation to all refurbishment projects done by prisoners so far:
a) How many prisoners took part in this refurbishment?
b) How many work hours were spent on this refurbishment?
c) How many hours, on average, did it take for a house to be refurbished and how many prisoners worked on each house at any given time?
d) Were the prisoners paid for their work by Housing New Zealand? If yes, what was the hourly rate paid to prisoners? What was the total amount paid to prisoners for their labour on this project?
e) Was the Department of Corrections paid for the work done by prisoners by Housing New Zealand? If yes, what was the total amount paid to the Department of Corrections?
f) Was any transfer of funds made between Housing New Zealand and the Department of Corrections in compensation for the labour hours of prisoners?

4) The release also stated that there are further refurbishment projects planned.
a) How much spending is budgeted in fiscal years 2016/17 and 2017/18 as a payment to prisoners for their labour, if any?
b) How much spending is budgeted in fiscal years 2016/17 and 2017/18 as a payment to the Department of Corrections for the work done by prisoners, if any?
c) What is the hour rate, if any, budgeted to be paid to prisoners for their work on the upcoming refurbishment projects.
d) What is the total number of work hours budgeted to be completed by prisoners on these projects in the fiscal years 2016/17 and 2017/18.
