CPI index from 2015 calculations for benefit adjustments.
Brett Cooper made this Official Information request to Ministry of Social Development
The request was partially successful.
From: Brett Cooper
Dear Ministry of Social Development,
I was looking at the CPI data of 2015. Anne Tolley said it had fell -0.25% but after Consumers Price Index: March 2015 quarter – corrected, the CPI increased 1.1 percent over the year (Excluding cigarettes and tobacco). This resulted in many beneficiaries missing out on the inflation adjustments as legislated in 2011.
What CPI data was used to calculate the adjustment?
At What Date was this adjustment calculated?
Was the corrections to the March data included when formulating the adjustment?
Is there a spreadsheet used to calculate this adjustment and what is it's formula?
Can I have a copy of that spreadsheet/document and it's formular?

Ministry of Social Development
Dear Mr Cooper
On 31 August 2016 you emailed the Ministry requesting, under the Official Information Act 1982, information regarding the Consumer Price Index adjustments of 2016.
• What CPI data was used to calculate the adjustment?
• At what date was this adjustment calculated?
• Were the corrections to the March data included when formulating the adjustment?
• Is there a spread sheet used to calculate this adjustment and what is its formula?
• Can I have a copy of that spread sheet/document and its formula?
The Ministry has decided to grant your request in part, namely information which relates to the data used to calculate the CPI adjustment, and the calculation of that adjustment. However, it will take some time to prepare this information for release. The information will be sent to you by 12 October 2016. The Ministry has decided to refuse your request for information which relates to the spread sheet used to calculate the benefit adjustments as this document is extensive and the majority of this document is not relevant to your request. The formula which you are being provided regarding the CPI adjustment calculation meets the public interest in this information.
If you wish to discuss this response with us, please feel free to contact [MSD request email].
You have the right to seek an investigation and review by the Ombudsman of this response. Information about how to make a complaint is available at www.ombudsman.parliament.nz or 0800 802 602.
Kind regards
