Thank you for your request on 29 August 2016 for the following information
under the Official Information Act (OIA) 1982:
“Any departmental Ministerial briefing papers and policy papers in regards
to the establishment of the Whânau Ora Commissioning Agencies for the time
 period 2010 to 2015”.
Having considered your request as it currently stands it may be refused
due to substantial collation and research under section 18(f) of the OIA.
There is potentially a substantial amount of information that could fall
within scope of the current request (totalling over 40 documents).

However, we are providing you with an opportunity to refine the scope of
your request and clarify what information you are particularly interested
in. This is to assist you in making your request in a form that would
remove the reason for refusal under section 18(f).

We ask that you refine the scope of your request within a reasonable
timeframe. To this end we consider one week to be reasonable. After this
period has passed, if we have not heard from you, we may make a decision
on your request as it is currently framed. This may result in Te Puni
Kôkiri refusing your request under section 18(f) of the OIA. Should this
happen you will have the right to make a complaint to an Ombudsman under
 section 28(3) of the OIA.

I am happy to work through any refinement with you on the phone number
below and would ask one of our Whânau Ora subject matter experts to join
us  in that conversation if necessary.

Ngâ mihi
