On 16 June 2016, the Ministry of Business, Innovation and Employment
 extended the timeframe for responding to your request under the Official
 Information Act for a briefing paper of 29 February 2016 titled Advanced
 Passenger Processing for outbound travellers until 14 July 2016.
I advise that the consultations necessary to make a decision on the
 request are taking longer than expected and the Ministry will not be able
 to respond to your request until mid-August 2016.  You have the right to
 seek an investigation and review of this decision by the Ombudsman.

The Ombudsman's position is clear that any extensions to the 20 day timeframe must be made within the original 20 working days. Multiple extensions are permitted but not outside this time. I can't come to any conclusion other than your extension is in breach of the Act. Please comment.
Please also urgently advise why a full months' extension in addition to the original 20 days was not sufficient to consult?
A vague undertaking to complete all consultations by 'mid-August' is wholly unsatisfactory, and gives the appearance of frustrating the rights conveyed by the Act. It does not give the impression that other agencies are being regularly chased and their responses/deliverables closely tracked - reflecting the Act's obligations.
Prior to my raising a complaint with the Ombudsman please respond.
