Birth month/year of scholarship exam sitters by exam outcome Redux

Dear New Zealand Qualifications Authority,
In a previous OIA request I asked for this information
"Could you please provide me with a table of the birth month/year of
all people who sat at least one scholarship exam and their highest
achievement in that exam e.g. outstanding scholarship, scholarship
and no scholarship, in 2015.
For example
Birth month/year___Count____Outcome
Jan 1997_________1000_____No scholarship
Jan 1997___________30_____Scholarship
Jan 1997____________5_____Outstanding Scholarship
Feb 1997_________1000_____No scholarship
Feb 1997___________30_____Scholarship
Feb 1997____________5_____Outstanding Scholarship
....
etc
And can you do that for the last 10 years of scholarship exams.
Sending the data as an excel file would be appreciated."
The data you sent back was very interesting but not quite what I wanted. What I would like is one outcome for each person e.g. if a person born in January 1907 and sat 5 scholarship exams and got 3 No scholarships, 1 scholarship and 1 outstanding scholarship than they should be outputted once as an outstanding scholarship for that month.
This way the total count should equal the number of scholarship sitters e.g. "almost 8000" scholarship sitters in 2015 and 2381 people achieving a scholarship/outstanding scholarship in 2015 (from http://www.nzqa.govt.nz/about-us/news/ne... ).
(What you sent me looks like a count of each type of outcome e.g. the person in the first example would have been counted three times in their birth month, once in the no scholarship count, once in the scholarship count and once in the outstanding scholarship count.)
So can I have the data again, in excel format but with the best outcome per person rather than all distinct outcomes per person.
