Meaning of HRC in govt response document's name to UNHRC complaint 2014.

Robert Newcombe made this Official Information request to Human Rights Commission

The request was successful.

From: Robert Newcombe

Dear Human Rights Commission,

In 2014 fifteen of we seniors made a complaint to the United Nations Human Rights Council over the government's use of outdated Social Security Act legislation namely Section 70 in abating contributory overseas government pensions against our entitlement to New Zealand Superannuation, the only group in society means tested for this social security entitlement.

The government's defence was in the form of a document called the Arnesen Communication. Government response-(HRC).

Does the HRC stand for the Human Rights Commission and and if not what?

Thank you,

Yours faithfully,

Robert Newcombe

Hi,

A simple quick question, was this document here http://www.migrants-to-nz-beware.info/Ar... composed and submitted by the HRC?

Thank you and regards,

Robert Newcombe

Good morning Robert Newcombe,

Thank you for your enquiry.

The document you enquired about is not one that was composed and submitted by the Human Rights Commission.

Paragraph 2 of the document states that it is a document submitted by the Permanent Mission of New Zealand to the United Nations in Geneva and it is information and observations of the New Zealand government.

I suggest that you contact the Permanent Mission if you would like to make further enquiries about the document: http://www.nzembassy.com/switzerland/abo...

Kind regards,

Robert Hallowell

Thank you Robert Hallowell,

At the bottom of each page it has written Arnesen communication New Zealand government response (HRC)

Why is the HRC mentioned if it was nor involved?

Regards

Robert Newcombe

Good morning Robert,

I had noticed the footer. The HRC reference is I think to the UN Human Rights Council which is the body that was dealing with the complaints.

The Permanent Mission will be able to provide you with further information about your question.

Kind regards,

Robert

Thank you Robert Halloween,

Thank you for your reply.

My problem is that under the OIA I would like those relevant pages in the document that refer to my wife and I.
If the HRC did not produce the document, to whom do I have to go to get these details, the email address you provided or is there somewhere in the country?

I have asked the MSD to provide the numbers and amounts over the past few years for which Section 70 has caused the loss of overseas govt pension incomes.
At a time when Kim Dotcom could be extradited for illegal downloads of films etc, it is staggering to find that in 2014/5 that 81,261 seniors lost $322,778,017.75 and of those 56,745 UK pension holders lost $205,178,880.76 plus all the associated financial/mental/health problems and it is a political crime of immeasurable proportions and the HRC, Ministers and civil servants should all share the responsibility for.

It is interesting to note that in the HRC there is no commissioner for the elderly, there is for race, women and children, etc so I get the impression we are not really of any interest or worth.
We have a Minister for Seniors who exhibits absolutely no interest at all as she parrots the old outdated utterances of the government's defence and is of no use whatsoever.
In the HRC's National Plan of Action, there are all groups in society but we elderly are again not represented, we are not mentioned anywhere, not a good look for an organisation which states:
We work for a free, fair, safe and just New Zealand, where diversity is valued and human dignity and rights are respected.

Anyway thank you for your time if you could answer my question it would be appreciated.

Kind regards

Robert Newcombe
