Dear Ministry of Health,

This request is made under the Official Information Act 1982.

I request copies of all briefing papers, risk assessments, recommendations, and advisory documents produced by or for the Ministry of Health between 1 January 2021 and 31 December 2022 relating to the administration of COVID-19 vaccines to individuals aged 12–17.

This request includes, but is not limited to:

• recommendations for or against vaccination of this age group
• safety and risk assessments relating to vaccination of individuals aged 12–17
• international guidance or comparative advice relied upon by the Ministry
• any discussion of uncertainties, contraindications, or policy alternatives.

Please include draft and final versions of any briefing documents where available.

If information is withheld, please specify the statutory grounds relied upon and release any reasonably severable material.
