Good evening. Under the OIA, I am writing to request detailed information regarding Auckland Transport’s (AT) current and future plans for the intersection of Dairy Flat Highway and The Avenue, as well as the adjacent bridge infrastructure.
It is understood that internal proposals are currently being developed to address safety and capacity issues at this location.
Specifically, I request the following:
1. Project Plans and Design: All current draft and finalized engineering plans, schematics, and design documents for the installation of traffic signals at the Dairy Flat Highway and The Avenue intersection.
2. Dynamic Lane Proposals: All internal reports, feasibility studies, or modeling data regarding the implementation of "dynamic lanes" over the Dairy Flat Highway bridge, including the proposed timing sequences for north-bound and south-bound traffic flow.
3. Construction Timelines: The most recent project schedule, including estimated dates for the commencement of physical works, tender releases, and the expected completion date for the signalization.
4. Funding and Budgeting: Information regarding the specific funding source for this project (e.g., the asset optimization fund), the total budget allocated for these upgrades, and any cost-benefit analyses comparing this proposal to more significant infrastructure changes (such as bridge widening or Gills Road realignments).
5. Internal Correspondence: Any internal memos, briefing notes, or emails from the last 12 months discussing the prioritization of this intersection and the decision-making process behind choosing traffic signals and dynamic lanes over alternative capital works.
6. Safety Assessments: Any recent Road Safety Audits (RSAs) or crash data analysis used to justify the current proposed design.
I am interested in seeing the most current internal thinking, including documents that have not yet been formally released to the public or the local board.
If any part of this request is considered to be outside the scope of what can be currently released, or if certain documents are still in a sensitive draft phase, please sever those specific parts and release the remainder of the requested information (including all other relevant documents, maps, and timelines) rather than withholding the entire request.
