Dear Fire and Emergency New Zealand,

On the 23rd of October 2025 a severe storm whipped through Invercargill region plunging it into a state of emergency. Could you please provide the following information for my research paper:

1. Please provide all incident reports for all calls in the Invercargill area for the 23rd october 2025. (I am aware there was over 100, so if needed please confine to calls recived between 11am and 3pm)

2. Please provide any information on FENZ response to this incident including information on how many and what fire trucks were called into assist in the invercargill area and any information such as emails organising this to happen. Such as from the command centre. Please provide any information on the activation of the MIPS proccedure for this incident.

Thank you for your request of 20 January 2025 to Fire and Emergency asking
for information related to a weather event in Invercargill on 23 October
20205. Your request is being processed in accordance with the provision of
the Official information Act 1982 (OIA).
 
As currently framed your request would require substantial resource to
complete and would likely result in an 18(f) refusal (substantial
collation and research). This is because even with the 11am - 3pm
refinement you have proposed, we have identified 122 incidents in scope of
your request. Each of these reports will need to be extracted separately
before being considered for release to you. Furthermore, your request for
"any information on FENZ response to this incident" is very broad and
would capture any information related or referencing any part of Fire and
Emergency's response to 122 incidents. We would also likely refuse this
part of your request under section 18(f) given the volume of work required
to collate the information requested.
 
In line with our obligations under section 18B of the OIA, and in order to
avoid an 18(f) refusal, we are writing to seek refinement of your request.
We propose refining your request to be for a list of incidents in the
Invercargill area between 11am and 3pm on 23 October 20205 in the first
instance. Once you have received this list you could then make a more
targeted request for specific incident reports or correspondence. A
targeted request would more likely be able to be completed without an
18(f) refusal. Alternatively, please let us know if you have any
suggestions on how to significantly reduce the scope of your request.
 
We look forward to hearing from you soon. If no reply is received we will
consider your request as it is currently framed.

Dear Official Information Requests,

Yes absolutely understand, a list of incidents in the
Invercargill area between 11am and 2pm on 23 October 2025 would be sufficient. To further narrow this down, this can be limited to incidents entered/generated by coms as as a priority response (I'm not sure how FENZ catagorises prioritys, but for example a P1 Job for police highest priority)
