Pursuant to the Official Information Act 1982, I am requesting detailed information regarding the disestablishment of roles within your agency as part of recent restructures, with a specific focus on Māori and Pacific roles.
Please provide the following information for your agency (and any relevant sub-agencies or business units if applicable):
Total number of roles disestablished or made redundant during the restructure period, including:
The ethnic breakdown of individuals whose roles were disestablished (e.g., Māori, Pacific, Asian, Pākehā, etc.).
The gender breakdown, with specific attention to Māori and Pacific women.
The job titles and classifications of disestablished roles, especially those identified as Māori or Pacific roles, or roles with cultural, equity, or community engagement functions.
Percentage of total workforce affected, disaggregated by:
Ethnicity
Gender
Role type (mainstream vs. culturally specific)
Number of roles recreated or restructured following disestablishment, including:
Whether these roles were filled, remain vacant, or were reclassified.
The ethnic and gender breakdown of individuals appointed to any recreated roles.
Cost of disestablishing each role, including:
Redundancy payouts (total and average amounts)
Any additional costs (e.g., legal, consultancy, recruitment, severance)
A comparison of average payout amounts between mainstream roles and roles held by Māori and Pacific individuals, or roles specifically designed to meet the health needs of Māori or Pacific communities.
Vacant roles resulting from the restructure, including:
Number of vacancies
Duration of vacancy
Whether the role was previously held by a Māori or Pacific person
Decision-making documentation, including:
Internal memos, briefing papers, Cabinet papers, or communications that informed or justified the disestablishment of Māori and Pacific services, roles or teams.
Any equity impact assessments or consultation documents with Māori and Pacific staff or communities.
Please do not refer me to publicly available links or dashboards unless they contain all of the requested information in a clearly tabulated format. If any part of this request is unclear, I am happy to clarify. However, given the government’s emphasis on cost-cutting to meet targets, and if Te Whatu Ora's monitoring and reporting processes are meeting the government's expectations, all of this information should be readily available in the format I have requested, and/or, in a detailed report previously made available to Lester Levy, or Simeon Brown.
If your agency does not hold some of the information, please confirm whether another agency does, and transfer the relevant part of the request accordingly, as per section 14 of the Act.
I request that this information be provided electronically in a machine-readable format (e.g., Excel or CSV) where possible, and within the statutory timeframe.

To provide you with further context in terms of our request for refinement
to your OIA.

Please note that Health NZ is the largest public sector employer in
Government and it has over 80,000 employees. Information on our employees
is held in legacy former District Health Board systems of which there are
more than 28 different systems. Our employees are not required to specify
their ethnicity as part of the recruitment process or as part of their
ongoing employment, this means any data provided in the response will be
incomplete.

We consider your request as currently framed could be refused under
substantial collation as Health NZ would need to divert personnel from
their core duties.

We appreciate you are under no obligation to amend your request, but
requests that require substantial collation may be refused under section
18(f) of the OIA. With that in mind, we suggest you refine your request
pertain to the National Office employees of Health NZ from 1 July 2024 to
the date of your request.

If you could confirm or otherwise the suggested refinement by noon on
