Dear Ministry of Housing and Urban Development,

Tēnā koe,
I am making a request for information under the Official Information Act 1982.
Please provide:
1. Copies of all correspondence between HUD and Standards New Zealand relating to any proposals, discussions, or considerations about reviewing or amending NZS 8510:2017 (Testing and decontamination of methamphetamine-contaminated properties), including but not limited to changes to the contamination threshold levels.
2. Copies of any internal HUD correspondence (including but not limited to emails, memos, or meeting notes) relating to NZS 8510:2017.
3. Copies of any HUD correspondence with other external parties relating to NZS 8510:2017.
4. Copies of all correspondence between HUD and Standards New Zealand relating to any proposals, discussions, or considerations about reviewing or amending any NZ Standard.
For clarity, I am seeking information from 1 January 2018 to the present day.
If parts of the information requested are withheld under the Act, please release any material that can be made available with appropriate redactions.

I refer to your official information request dated 2 October 2025 for
information about NZS 8510:2017. 

You specifically requested, from 1 January 2018 to 2 October 2025:
 

 1. Copies for all correspondence between HUD and Standards New Zealand
relating to any proposals, discussions, or considerations about
reviewing or amending NZS 8510:2017 (Testing and decontamination of
methamphetamine-contaminated properties), including but not limited to
changes to the contamination threshold levels.

 2. Copies of any internal HUD correspondence (including but not limited
to emails, memos, or meeting notes) relating to NZS 8510:2017.

 

 3. Copies of any HUD correspondence with other external parties relating
to NZS 8510:2017.

 

 4. Copies of all correspondence between HUD and Standards New Zealand
relating to any proposals, discussions, or considerations about
reviewing or amending any NZ Standard.

Due to the limitations of our search functionalities we are unable to
identify the requested documents without unreasonable administrative
burden to the Ministry. This is due to the short-hand terminology used
when referencing New Zealand Standard 8510:2017, which was frequently
shortened to “the standard” in conversational correspondence. An initial
search for correspondence returned over 203,000 results, many of which
would not be related to your request, but would need to be collated and
individually assessed in order to provide the relevant correspondence. We
have considered limiting your request to correspondence that specifically
mentions “NZS 8510:2017”, however we believe there could be correspondence
of interest to you that may have referenced “the standard” rather than
“NZS 8510:2017”.  

 

Therefore, your request, as it is written, is refused under section 18(f)
of the Act as the information requested cannot be made available without
substantial collation and without creating an administrative burden to the
Ministry. 

 

In order to provide you with the information you are looking for, we
suggest refining the timeframe of your request from seven years (1 January
2018 – 2 October 2025) to one year (2 October 2024 – 2 October 2025).

 

In addition, to more accurately identify the information you are seeking,
we suggest removing parts three and four of your request, and refining the
second part of your request from “any internal HUD correspondence…
relating to NZS 8510:2017” to “any correspondence… with Minister Tama
Potaka relating to NZS 8510:2017”. We believe this would capture the most
relevant information about reviews and amendments to NZS 8510:2017.

 

Please confirm if you would like to proceed with a new OIA request refined
to:

 

From 2 October 2024 to 31 October 2025: 

 

 1. Copies of all correspondence between HUD and Standards New Zealand
relating to any proposals, discussions, or considerations about
reviewing or amending NZS 8510:2017 (Testing and decontamination of
