Dear Pharmaceutical Management Agency,
I am requesting, under the Official Information Act 1982, any information held by Pharmac relating to the budget bids. In particular, I am seeking the following:
* Any copies of final or draft documentation (digital or physical forms) on Pharmac budget bids relating to the Combined Pharmaceutical Budget (CPB) and budget funding
signals, and the National Pharmaceuticals Purchasing appropriation for the BUDGET 2025 (2025/26 financial year) and outyears.
For clarity, please include the following items such as: reports, letters, emails, minutes, recommendations, spreadsheets, analyses, templates, notes, comments and commentary and any other documentation types produced on the topic.

Thank you for your request for official information, which Pharmac
received on 5 June 2025.
We are contacting you as your request, as it currently stands, is for a
very large volume of information. Your request would require
collating hundreds of documents. A significant portion of these are
emails, which also require individual assessment of each piece of
correspondence to discern its contents. This would place an unreasonable
degree of strain on the team responsible and would interfere with the
day-to-day workings of Pharmac. If your request remains very large, we may
need to refuse your request under section 18(f) of the Act because
providing the information you have requested requires substantial
collation or research.
Would you be willing to refine your request to the following?
“Final versions of formal documents containing Pharmac’s Budget 2025/26
bids, and any briefings sent to the Associate Minister of Health, Hon
David Seymour, concerning final Budget 2025/26 bids”

I can refine my request to exclude any emails. However I would still request any final and draft documents, e.g. PDF, Spreadsheets, word documents, etc. that are attached to the emails would still be in scope of this revised request and must be included in the response from Pharmac.
