I am writing to request official information under the Local Government Official Information and Meetings Act 1987 (LGOIMA).
Information Requested
I request that Kaipara District Council provide the complete Kaipara Proposed District Plan in machine-readable format(s). Specifically, I request the Plan content in one or more of the following formats:
Plain text (.txt)
Markdown (.md)
Comma-separated values (.csv) for tabular data
Extensible Markup Language (.xml)
JavaScript Object Notation (.json)
Any other structured data format that preserves the hierarchical organisation and content relationships within the Plan
Basis for Request
Evidence of Technical Feasibility: Your Council's Proposed District Plan is currently available via a third-party website that displays the content in a structured, hierarchical format with proper headings, numbering, and cross-references. The website presentation strongly suggests that the underlying content management system maintains the Plan data in structured, machine-readable formats that could be exported in the requested formats.
Statutory Obligations: Under section 15 of LGOIMA, information should be made available in the format preferred by the requester unless there are good grounds for providing it in a different format. The requested formats would not require creation of new information, but merely provision of existing official information in alternative formats that better serve legitimate public interests.

Thank you for your request for information relating to Council’s Proposed
District Plan under the Local Government Official Information and Meetings
Act 1987 (LGOIMA). The Resource Management Act outlines how documents are
to be made available under section 2AC. Council has made the Proposed
District Plan available in electronic form on its website, free of charge
as per the Act.
In order to supply the Plan in one of the formats you have requested,
Council would have to create the Plan in one of those formats. Council is
not obliged to do this in order to respond to an information request.
Providing the information in one of the formats you have requested would
impair efficient administration and Council believes there is no wider
public interest in making the Plan available in a different format.
Therefore, under section 15(2)(a) of the LGOIMA your request is refused.
Council also has a contractual obligation with Isovist for the product in
the format that it was published and are not obliged or have contracted
them to use a different format. We are happy to provide the Plan in word
format if that is helpful.
You have the right to make a complaint to the Ombudsman about Councils
decision not to provide the Proposed District Plan in one of the formats
you are requesting.
We are unsure what you mean by the Plan being located on a third-party

Thanks for the offer of a Word Version, but no, that's not any more helpful than the pdf versions available for download.
What would be helpful is if you could provide the zone maps and other council generated GIS shape files please. You have provided an earlier version of the plan upon request via this platform, but not the notified versions. A file download link can be sent to me via email if that is easier.
