website, to Whitireia and WelTec and Te Pûkenga, we acknowledge receipt of
both sent on the same day, 27 May 2025.
As your requests are almost identical, we have combined them and will
provide one response. However, we first seek to clarify your request as
outlined below.
Clarification
We require more detail to assist us with scoping and resulting
consideration of several of your questions and invite you to clarify your
request for us.
As it is currently worded your request encompasses a significant amount of
mahi (work) and information, with several points requiring clarity.
The more detail you can provide the better. Once we receive your reply and
understand the specific information you are interested in, we can begin to
process your request.
We refer to your first three unnumbered questions and have the following
four questions below.
1. RIV is short for Regional Institutes of Technology and Polytechnics
Viability (RIV), which is not the same thing as the three phases of
Whitireia and WelTec’s change proposals.
Please can you confirm if in all instances where you refer to “RIV
changes” you are referring to the Whitireia and WelTec change proposals
and documents regarding Phases 1, 2 and 3?
2. Please can you identify when you refer to the CEO of Whitireia and
WelTec whether you are referring to the Chief Executive of Te Pûkenga
or the former Executive Director of Whitireia and WelTec?
3. These questions span a significant time period with a wide search
parameter.
Please can you identify key kaimahi (staff), by their position, that you
consider may be involved in the specific correspondence, to and from the
Director Teaching and Learning and the CE.
4. Please can you provide further key words (than just RIV changes) for
the subject matter you are interested in, to make the search through
documentation and emails administratively achievable.
We refer to several of your subsequent numbered questions 3-9 and have the
following two questions below.
In each of these questions you have combined two subjects, with an implied
presumption of timing and relatedness. If you are interested in all of
these topics they must be separated for research and response.
In addition, you have added “or equivalent position”. We note that most
of these dates were prior to Whitireia and WelTec becoming part of Te
Pûkenga and therefore we cannot presume the existence of, nor ability to
determine, an equivalent position to that of Director Teaching and
Learning. As such we must advise we may only be able to answer this
question regarding that specific role.
5. Please advise if you would like to remove any of these questions due
to the non-presumed relationship and need to separate them out in
order to consider them.
6. Please advise if you would like to re-word any of these questions
taking the above information into account.
Refinement, refusal and/or extension
We note that once we receive your clarification, due to the historical
nature of much of this information and the broad nature of your queries,
we may need to engage back with you for refinement and/or consider refusal
under section 18(f) of the Official Information Act 1982 (the Act).
If full collation and research for the information you have requested
requires an amount of time and effort that would have a significant and
unreasonable impact on Te Pûkenga kaimahi ability to carry out their other
day to day operations, we may be back in touch with you.
In addition, we note that we may require an extension to the timeframe for
making a decision on your request. Any such decisions will be communicated
to you as soon as possible.
Timeframe for response
With reliance on section 15(1AA) of the Act, as we are asking you to
clarify your request, the timeframe for making a decision on your request
will be reset, as 20 working days from the date we receive clarification

Thank you for acknowledging receipt of my two OIA requests dated 27 May 2025, regarding the three-phased change proposals currently underway at Whitireia & WelTec (W&W).
You've asked for clarification on some of my questions, and assistance in refining the scope of correspondence likely to be caught by the wording in my original request - I am keen to avoid undue delay, charge or refusal on the basis of collation and research, so am grateful to have the chance to work with you to make this part of my request more manageable.

1. (Does “RIV changes” mean the Whitireia and WelTec change proposals and documents regarding Phases 1, 2 and 3?)
A: Yes please. Arohamai, I conflated the RIV change process with W&W’s Consultation/Change Phases. It is referred to within W&W as the ‘W&W RIV Programme” but I am only interested in correspondence relating to Whitireia and WelTec’s internal decision making.
2. (CEO of Te Pûkenga or Executive Director W&W)
A: Again I apologise for any confusion. Mark Oldershaw was once the CEO of W&W, but during the period of time I am interested in his official title was Manahautū | Executive Director.
3. (refine scope of "all docs" requests, by suggesting staff involved and key words)
A: I am willing to halve the in-scope time period to 1 July 2024 – 27 May 2025, to reduce collation and research. I am also willing to refine the scope of recipients and specify subject matter. This produces a proposed redefined scope for my second and third unnumbered questions, as follows:
