Please provide all decisions and correspondence relating to the decision for NZ not to present a submission to the International Criminal Court public hearings on the request for an advisory opinion on the "Obligations of Israel in relation to the Presence and Activities of the United Nations, Other International Organizations and Third States in and in relation to the Occupied Palestinian Territory", which concluded on 2 May 2025.

I am writing concerning your Official Information Act request below, to advise that responding to your request as currently framed would require review of a significant amount of information and capture a significant volume of information. As such, it is likely that your request will be refused under section 18(f) of the OIA, as it would require substantial collation and research.

Accordingly, I am seeking your agreement to refine your request to be for:

Advice provided to the Minister of Foreign Affairs regarding the decision for New Zealand to not to present a submission to the International Court of Justice, regarding the advisory opinion on the "Obligations of Israel in relation to the Presence and Activities of the United Nations, Other International Organizations and Third States in and in relation to the Occupied Palestinian Territory", which concluded on 2 May 2025.

Please note clarification or amendment of a request is considered to be a new request for the purpose of calculating the maximum statutory timeframe for response (section 15(1AA) of the OIA refers).

Please confirm if you are happy to proceed with the refined request above, by 27 May 2025. If we do not hear from you, we will proceed with your original request.
