Why is the AFCC being scrapped

Dear Minister of Defence

Why is the Armed Forces Canteen Council (AFCC) currently known as Hotshots being scrapped to be replaced by a private sector or outsourced? They have provided a valued, financially sound and convenient service to those that serve, they even recycle profits back into the NZDF through welfare funds, it just doesn't make sense and very little information or justification has been provided.
