Since my request was to Minister Willis’ office and all the information in scope would be held by her office since it was before the portfolio moved, I do not understand what Minister Collins can provide me. The portfolio moving does not absolve Minister Willis of the OIA.

The office of Hon Willis will respond to your request for the Finance and Social Investment portfolios. However, as the Public Service portfolio has transferred, the new Minister is required to sign out the response for this portfolio.
This is because section 8.61 of the Cabinet Manual states "Sometimes a request for official information that was received by a previous Minister or administration will not have been responded to before the appointment of a new Minister or administration. In these cases, the request for information continues and the new Minister must respond to the request in accordance with the provisions of the Official Information Act 1982."
