Dear Victoria University of Wellington,

I am writing to request information re the current repairs/returfing of the Boyd-Wilson Field by Te Puni Village.

- What options were explored for replacing/refurbishing the astroturf (e.g. natural turf or cork replacement instead of rubber/plastic)?

- What mitigations are in place to ensure that microplastics are not released into the environment during the turf's refurbishment?

- How much waste (by weight) is being generated by the refurbishment, and what proportion of that waste is being reused, recycled and landfilled?

- What environmental impact assessments have been done for the installation, refurbishment, and/or ongoing use and maintenance of the astroturf?

- What is the financial cost of refurbishment, and where is this funding being pulled from?

- When is this project due to be completed?

How will this project meet each of the following obligations outlined in the University's Sustainability Policy:
- 6.1 (e)
- 7.1 (b)
- 7.1 (d)
- 7.1 (e)?

I have two follow-up questions:

- How can the university know that the Boyd-Wilson returf meets the university's obligations under the Sustainability Policy when no such documentation exists to prove it?

- As the information regarding the amount of waste generated from this project does not currently exist, can I request an extension and be notified with the documentation regarding this question when the project is completed?

Kia ora Malia,

 

It is the project manager’s responsibility to plan the project so it meets
the Sustainability Policy and other VUW Policies. Given the limited scope
of the project, this adherence to the Policy was a mental decision-making
process. Notes detailing these decisions follow which address the Policy
sections identified in the original request:

 

6.1 (e): The project manager worked with both suppliers to achieve
minimisation of carbon emissions, resource use, and waste generation.

o High quality material with longest service life to maximise life-span
thus minimising future waste.
o Preferred and selected contractor had previous recent experience with
other similar artificial turfs in the region that informed how to
re-use the existing shock pad thus saving replacement of this layer
and preventing this material from becoming waste material.
o Both above noted considerations also achieve no extra carbon emissions
to be generated by shorter life-cycle replacement and prevention of
extra waste generation.
o Old infill material was repurposed to another user giving it a second
useful life and preventing unusable waste.
o Waste minimisation was a prominent strong point of the contractor’s
way of working.

 

7.1 (b) and (d):

o Both suppliers proposed an organic turf infill material. This allowed
the project to remove microplastic SBR rubber infill from the old turf
and replace with environmentally friendly material. It has been noted
prior to this project that small amounts of the infill material had
spread to surrounding hedges and walkways. The new organic material
makes addresses this issue and protects the environment.
o Environmental protection during the project is achieved by storm drain
filtration that prevents infill material from entering the storm drain
system.

 

7.1 (e): Reduction of resource consumption was achieved as part of the
selection of the successful contractor:

The contractor has extensive recent experience with this work in the
Wellington Region. Their estimation of required quantities of materials is
very accurate preventing waste. The contractor has customised equipment
increasing their efficiency with installation and they are locally based
minimising travel of personnel and equipment. High quality materials and
installation technique will minimise re-work and ensure governing body
accreditation.

 

With regard to your request regarding an extension to your request, under
the OIA you are entitled to request information held by the University.
There is no provision in the Act the allows someone to request information
that may come into existence in the future and there are no provisions
that allow the University to extend a timeframe until such time as the
information may come into existence.
