Costing for Paper Certificate fee
Thank you for your request of 30 June 2015 seeking information on how the $15.30 fee for paper certificates was determined and how the revenue is used.
NZQA issues a Record of Achievement (ROA), an official transcript of all the national qualifications and standards that a learner has achieved. If a learner had credits reported to NZQA, they are entitled to one free copy of their ROA. Additional copies can be ordered online, by telephone or post and cost $15.30 (GST inclusive) per copy.
As the printing and overhead costs are already included in the registration and credit fees, NZQA only charges processing costs for additional copies of the ROA.
Processing time has been estimated at thirty minutes which includes opening mail, a database search, checking the details and dispatching the ROA to the applicant. The details are as follows:
30 minutes processing time at average hourly rate of $22.19 - $11.10
Postage - $2.60
Cost to NZQA for processing an application - $13.70
GST - $2.06
Total cost to NZQA - $15.76
The fee was set at $15.30 in 2005 and has been capped at this level since then. The fee charged is consistent with the Treasury guidelines for setting fees and charges.
