What is the trigger point for RUC follow up email

Dear New Zealand Transport Agency,

Today I recieved an email stating the following

"Kia ora,

We think your vehicle's RUC licence may have started from an incorrect odometer reading when you applied for your first RUC licence recently.

Based on the information we hold about your <redacted>, registration plate <redacted>, the odometer reading of <redacted> km seems too high.

You will need to re-check your vehicle's odometer. Please reply with a photo of the odometer reading within 10 days.

If a mistake was made, we will fix the RUC licence and send you a new label in the mail at no cost.

Please reply to this email, so we don't contact you again."

Questions regarding this email

1. How is this triggered eg, what makes NZTA consider my reading too high?
Eg is there a trigger point of xxkm/year, round numbers eg 50,000 etc.

2. For those who have responded with a photo of their ODOMETER, how is this checked to ensure the reading is from the vehicle in question?

3. Is it a legal requirement to respond to this email and provide further details to NZTA? If it is a Legal requirement please reference the leglislation/regulation/rule

4. What is the process if someone does not respond, or refuses to provide a photo of their Odometer?

Thank you for contacting us.

 

We’ve had a lot of people contact us proactively to let us know they gave
an incorrect reading, so we’ve been reaching out where we think the
odometer reading looks like it might be either a too high or too low for
the age of the vehicle – this way we’re hoping to avoid people getting a
invoice at WOF time. I have provided answers below to the questions you
have raised.

 

 1. Where available, NZTA has previous WOF inspections, allowing “average”
distance to be calculated or where unavailable, well above the average
use based on usage group (eg. individual, business and/or
taxi/commercial)
 2. We assume the odometer provided is for the vehicle in question,
however if we need to check we will do a google image search of the
odometer for the vehicle
 3. There is no legal requirement to respond, however at the next
inspection an assessment may be completed for any unpaid RUC
 4. At the discretion of the RUC Assessment officers a follow up email may
be sent or an assessment may be issued.
