Why is Council not considering on-berm parking in designs? This could include pavers / bricks that have been “grassed”, as seen in Denbigh Street (Feilding).

Has Council conducted cost benefit analysis on the use of on-berm parking vs. traditional methods (such as where trees get ripped up and kerb / channel reconstructed)?

I refer to your request below:

 

In the context of Major Cycleways (MCR) construction. Why is Council not
considering on-berm parking in designs? This could include pavers / bricks
that have been “grassed”, as seen in Denbigh Street (Feilding). Has
Council conducted cost benefit analysis on the use of on-berm parking vs.
traditional methods (such as where trees get ripped up and kerb / channel
reconstructed)?

 

The Council considers on-berm parking as inappropriate throughout the
city. It has a current parking bylaw against berm parking which
recognises, amongst other disadvantages, high maintenance costs
(particularly in winter months) in highly parked areas commonly found
throughout Christchurch. Note that drivers can still park on grass verges
where there is no kerb, including rural roads. The bylaw was adopted in
2017 when the Council looked at the balance between appropriateness of
parking and damage to berms, and against the inconvenience to residents of
parking (particularly where there were few alternative parking options).

2017 (link below). In addition to noting the amenity values of the berms
and retaining their condition, there are also safety issues around inter
visibility of pedestrians, cyclists etc with driveway traffic.
