Dear West Coast Regional Council,

I am requesting copies of the reports raised following the Westport floods of
July 2021 and Feb 2022.
There should be a report by the WCRC along with the BDC on the flooding damage.

There would have been an investigation into the causes of the damage along with possible solutions and recommendations.
That is one report I am seeking.

The Hawkes Bay flood reports have been completed and are now online, but I have yet to see anything from the West Coast.

Indeed I have not even found the terms of reference for the Westport flood report.
There may even be a separate report and that would be concerned with the Emergency Services response.
This was the case in Hawkes Bay, there are two reports along with the ToF.

I was expecting the reports to be publicly available by now.
The recommendations contained within will form the basis for devising flood defence schemes and damage mitigation.

Dear Kevin

 

Further to your official information request received at the Council on 23
April 2024 for information regarding any reports on investigation into the
response, causes of damage and any recommendations/solutions relating to
the Westport floods of July 2021 and February 2022, we have processed your
request under the Local Government Official Information and Meetings Act
(LGOIMA).  Our decision on your request is set out below.

 

A report is currently being finalised for the Council by Land River Sea
Consulting Ltd which provides a summary of the July 2021 flood event,
including flow information, hydrology, forecasting and the response.  This
report is in draft form and is yet to be finalised, and will be released
publicly when completed.  This is expected to be within the next two
months.  A copy will be provided to you once it is completed. 

 

The Council does not have any reports relating to review of Emergency
Services responses following either event.  However following the July
2021 event, the Council commissioned an overall review of civil defence
structures and operations on the West Coast, to ensure the CDEM response
framework was fit for purpose and could meet future challenges.  The
review resulted in a change process for the delivery of civil defence and
emergency management functions in the region, including clarity around
roles and partnerships.   As the report involved impacts on staffing,
employment arrangements and employment agreements, withholding the report
is necessary to protect information which remains subject to an obligation
of confidence, in accordance with section 7(2)(c) of the Local Government
Official Information and Meetings Act.

 

In relation to the February 2022 flooding, the Regional Council does not
hold any single report on an investigation in to the causes and
recommendations in relation to this specific event.  There are a number of
references to the flooding and work being undertaken by Council on flood
management from March 2022 onwards in publicly available Council,
Committee and Joint Committee agenda papers and minutes.  These can be

Minutes - The West Coast Regional Council (wcrc.govt.nz) .  The Regional
Council’s work from February 2022 largely focused on collating information
and building a Business Case for Westport, following the receipt of
Minister of Local Government’s letter to the Councils of 17 February 2022
outlining her expectations relating to seeking co-investment in flood
protection for Westport.  The progress of this work can be viewed in
agenda papers and reports at the links above.  The Council has considered
all the flood risks from both coastal and river flooding in developing the
business case and other reports, as well as available records and the
detailed interviews of the landowners who so helpfully contributed.

 

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at

In relation to your other two requests that we are currently processing,
just to update you:  Toni Morrison is still working through sourcing and
assessing the information in your earlier request seeking correspondence
between WCRC and other agencies from July 2021 (ref:  REQ 2024-3046) and
we are aware you have been in contact with Toni regarding that piece of
work.    Your other request (ref: REQ 2024-3070) seeking drill results and
a copy of the Westport Evacuation Plan is also being worked through at
present, with a decision due to you by 29 May 2024.
