If a CV demonstrates knowledge, skills, etc. what is the reason for proof of education and a testimonial?

Is this not triple-handling?

The information contained in a person's CV would only be sufficient if it was accompanied by a statutory declaration that all the information in the CV was true and correct. Because of the possibility that a CV may include false or fictious information, the Teaching Council requires independent verification of an individual's specialist qualifications and their work experience.
