Dear Kāinga Ora–Homes and Communities,
Under the provisions of the Official Information Act 1982, I am writing to request information regarding the policies and guidelines Kāinga Ora has in place pertaining to the use of social media by its employees during work hours. My interest lies in understanding how the organisation ensures that such activities align with the responsibilities and conduct expected of public servants, particularly in relation to expressing political opinions that may reflect on the impartiality and integrity of the public service.
Specifically, I am interested in the following information:
- A copy of Kāinga Ora's current policies and guidelines on the use of social media by employees, especially regarding political commentary.
- Descriptions of any training or advisories provided to employees about the use of social media and the expression of personal political views.
- Descriptions of the processes and criteria used to determine whether an employee's social media activity is in breach of these policies.
- The number of complaints or inquiries received in the past year related to employees' social media use, particularly in relation to political content during work hours, and the outcomes of these cases.
I understand the importance of balancing transparency with privacy and am not seeking information that identifies individual employees or breaches privacy rights. My aim is to gain a clearer understanding of how Kāinga Ora navigates the complexities of social media use among its staff, ensuring that the organisation's integrity and the public's trust are upheld.

You can expect to be notified of the decision on your request by 7 March
2024, being 20 working days after the day on which the request was
received in accordance with section 15(1) of the Act. If an extension of
time is required to make a decision you will be notified prior to this
date in accordance with section 15A of the Act.
We may also contact you if further clarification or refinement of your
request is required to enable a decision to be made.

I am extending the timeframe for providing you with a response by 20
working days under section 15A(1)(b) of the Act as “consultations
necessary to make a decision on the request are such that a proper
response to the request cannot reasonably be made within the original time
limit.”
A response is now due by 8 April 2024. I will endeavour to provide a
decision on your request as soon as possible within this timeframe.
You have the right to seek an investigation and review by the Ombudsman of
my decision to extend your request. Information about how to make a
