Dear National Institute of Water and Atmospheric Research Limited,

I am seeking the correspondence between NIWA, and also NEMA, to either the Buller District Council or West Coast Regional Council in the days prior to the July 2021, Buller River flood.

This is to cover the period from Tuesday 13th July 2021 through to midday on the Saturday, 17th July.

As I am interested in weather and other warnings or advisories given, this may also include correspondence to affiliated agencies, Civil Defence, Emergency Management agencies.

I refer to your OIA request dated 18 December 2023 that was sent to the Department of Prime Minister and Cabinet relating to Buller flooding Juny 2021.

This request was also sent to NIWA on the same date. NIWA will respond to both requests and have accepted the transfer from the Department of Prime Minister and Cabinet.

Thank you for your OIA request dated 18 December 2023.

Please see attached correspondence between NIWA and the Buller District Council or West Coast Regional Council to cover the period from Tuesday 13th July 2021 through to midday on the Saturday, 17th July. Redactions have been made of names and phone numbers to protect the privacy of individuals (section 9 (2)(a) ). Emails unrelated to the Buller flooding have been removed and duplicate email threads have been removed. There are some cases of repeating emails when part of another email chain.

Please note, under section 28(3) of the Act, you have the right to seek an investigation and review by the Ombudsman of this decision.
