On behalf of the Ministry of Business, Innovation and Employment I
acknowledge your email of 02 October 2023 requesting under the Official
Information Act 1982 (the Act), the following:
‘I would like a breakdown of the funding provided to staff employed within
policy roles for university or polytechnic or other tertiary study of
papers in the nature of that for degrees, masters degrees, or professional
legal studies (profs), broken down by type of study, and amounts by year
for the financial years 2020/21, 2021/22, 2022/23 and for the current
financial year up to 1 September 2023.’

I would like a breakdown of the funding provided to staff employed within
policy roles for university or polytechnic or other tertiary study of
papers in the nature of that for degrees, masters degrees, or professional
legal studies (profs), broken down by type of study, and amounts by year
for the financial years 2020/21, 2021/22, 2022/23 and for the current
financial year up to 1 September 2023.
MBIE does not record this information in a way that enables us to provide
answers to the level of detail you have requested. For example,
transactions in the financial management system for study assistance do
not necessarily indicate whether the study was at the level you have
described in your request. To obtain the information you have requested
would require a substantial enterprise-wide exercise to find information
that meets your exact criteria.
However, MBIE does have a Development Fund for staff and we invite you to
consider amending your request to the following so that we can provide you
with some information:
Funding granted to staff from the MBIE Development Fund in the financial
years of 2020/21, 2021/22, 2022/23 for:
• course fees for any professional development (including
study); and
• staff where it is clear that they were in a Policy role at
the time of undertaking the professional development.
Please let us know by Wednesday 11 October 2023 if you agree to this
suggested request. Please note that if we do not hear from you by
Wednesday, it is likely that MBIE will need to refuse your request under
section 18(f) of the Act, as the information you have requested cannot be
made available without substantial collation or research.
