Dear Horizons Regional Council,
I am after information regarding the funding of free tertiary public transport in the Council's catchment area. In particular, I want to know where funding for these concessions comes from, and how much each party provides. If specific numbers are unable to be provided then percentages are fine.
To be clear, I want to know where the funding comes from for the concession only, not where any funding for the entire bus trip comes from.

Dear Sharon Belk,
I am writing to follow up on my OIA request dated 30 December 2014.
I am yet to receive a response to this request. My understanding is that the deadline for a response passed on February 13th. It is my hope that I will receive a response quickly, so I do not have to make a complaint to the Ombudsman. However, if I do not have a response or reasonable explanation for not receiving one by the end of this week, I will have no choice but to do so.

Our sincerest apologies for the delay in this response.
PN Bus Services
Massey University and the Universal College of Learning (UCOL) both
provide funding for their respective students and staff to travel free on
the services.
For the 2013-14 financial year, Massey University provided a contribution
of $533,916 and UCOL provided $45,000 to fund the running of these bus
services.
Wanganui Bus Services
UCOL also provide funding for their students and staff to travel on this
service. For the 2013-14 financial year, UCOL provided a contribution of
$9,505 to fund the running of these bus services.

By the latest available information,
UCOL has approximately 3702 Equivalent Full Time Students (EFTS). This is approximately a $12 contribution per EFTS per year or 5 trips per EFTS per year.
Massey has approximately 16,798 Equivalent Full Time Students (EFTS). This is approximately a $31 contribution per EFTS per year or 15 trips per EFTS per year.
It is unclear why UCOL and Massey are not contributing more in this respect as this is surely a gross underestimate. I am curious to see the agreements both Massey and UCOL have with Horizons for this service.
Note: Some EFTS are composed of multiple part-time students. As I understand, these students are not eligible for subsidised bus services so there is a small margin of error here which I estimate to be less than 5%.
