Dear Ministry of Health,

I am writing as a citizen of New Zealand to request Official Information.

This request is in relation to the Pfizer COVID-19 vaccine (Comirnaty), including the original, paediatric and BA.4/5 bivalent vaccine. Please provide:
1) Manufacturer's Certificate of Analysis for all batches of vaccine distributed in New Zealand.
2) Number of doses received from the manufacturer for each batch (i.e. number of doses received per manufacturer provided batch identifier).
3) Number of doses administered in New Zealand for each batch (i.e. number of doses administered per manufacturer provided batch identifier).
4) The allocation of records for each batch to each DHB in New Zealand and each vaccination centre within that DHB in New Zealand (i.e. an updated version of records provided as Appendix 1 for OIA request H202200175).

For this request, please provide records held by the Ministry or any related agencies.

This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request.

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 1 September 2023.

This extension is required because the consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.

Pursuant to section 15(1)(a) of the Act, Te Whatu Ora, Health New Zealand
is writing to advise you that a decision has been made on your request;

being that parts of the information does not exist and to provide the
remaining information would require substantial collation. 
 
We apologise for the delay, and endeavor to send you the information by 22
September 2023, at the latest.

Jeremy Browne: Do you have a reference (e.g. media report or press release) indicating purchase from Denmark and Sweden?

As it stands I will be making a complaint to the Ombudsman, as I think it is ludicrous that they cannot provide something as simple as the manufacturer's CoA for all the batches. This should kept in an easily available database in case there is ever a need to refer to them. The fact that the MoH was poor systems in place for storing such essential information, and thus require significant time to locate these, should not be an excuse for being unable to release this information.

I did my own OIA about these purchases and I have batch numbers that are not included in your list. I am a lawyer in Whangarei. If you google my name you will get my work email address. Send me an email and I will send you what I obtained.

You may want to ask them where the rest of the batches are for the rest of the country. There are none there for Wellington and one Doctor’s practice in particular is Whitby Doctors.
