This is a request under section 10 of the Local Government Official Information and Meetings Act 1987.

Please provide:

1. any comparative analysis held by the Council of the computer systems currently used by each council in the Wellington region including costs of provision of ICT services.

2. the estimated costs of merging existing computer systems in the various councils in the Wellington region into a single computer system for use in an amalgamated council.

3. proposals, recommendations and reports provided to the regional CEO forum on shared services for ICT and the minutes of the discussion and decisions made in response to those proposals, recommendations and reports.

4. all reports, analysis and recommendations held by the Council on participation in shared services for ICT with other councils in the Wellington region and the comparative advantages and disadvantages identified for participation.

If anything about this request is unclear, or you consider the request may be refused under section 17(f) of the Act, please contact me via the address from which this request was sent.

If the council considers that one of the reasons in section 7(2) of the Act may provide a reason for refusing any part of this request, I urge it to consider the strong public interest in enabling more effective participation by the public in the actions and decisions of local authorities and in the accountability of local authority
members and officials, as described in sections 4(a)(i) and (ii) of the Act.

Thank you for your request under the Local Government Official Information and Meetings Act 1987, received by email on 10th December, for the following information:

The Masterton District Council does not hold any of the information that you have requested.

The three Wairarapa Councils, at CE level, were party to regional CE discussions about a project look at shared ICT service opportunities. The Wairarapa CE's chose not to be part of that study due to our size, scale and distance from Wellington. So we have not been party to the development of a Wellington shared ICT service, and hold no information on the project. The three CE's may have received reports on the project, but they are not part of this Council's records.

The three Wairarapa councils all use NCS Chameleon software which provides a full FMIS suite of Local Government applications.

Dear Mr Paris,

Thank you for your swift reply of 12 December.

I note that Masterton District Council is not part of the discussions about shared ICT services in the Wellington region. You then state that as Masterton DC has not been party to the project it holds no information on it.

However, you then state: "The three CE's may have received reports on the project, but they are not part of this Council's records."

Since the Masterton District Council CE is only likely to have received any reports on the project in his capacity as the CE of Masterton District Council, that strongly suggests that any reports that he has received, are in fact held by the Council. If such reports are held by the Council, regardless of the circumstances by which they came to be held section 5 of LGOIMA obliges you to provide them to me on request, unless 'good reason' under section 7 that Act exists for not providing them to me.

I therefore repeat my request that Masterton DC provides me with the information that it holds which falls within the scope of my request of 10 December 2014.
