Agent of a Foreign Power (AFoP) authorisations

Alex Harris made this Official Information request to Government Communications Security Bureau

The request was refused by Government Communications Security Bureau.

From: Alex Harris

Dear Government Communications Security Bureau,

The GCSB Act forbids intercepting the private communications of New Zealand citizens or residents, unless they are acting as an agent of a foreign power (AFoP). The GCSB's Nationality Policy states that it is a longstanding GCSB policy to require a formal AFoP authorisation, signed by Director GCSB, before treating a New Zealand person as an AFoP.

I would like to request the following information under the OIA:

* How many AFoP authorisations have been granted per year, for each of the last five years.

In anticipation of an attempt to withhold this information under the cloak of "national security", I note that I am requesting only abstract statistical information, not details of actual targets, and that similar information is released annually on interception warrants.

I would prefer to receive an electronic response. Queries about
this request will be automatically forwarded to me by the
fyi.org.nz website.

With regards to s12 of the OIA, I am an NZ citizen and in NZ.

Yours faithfully,

Alex Harris
