Act) to Manatû Hauora (the Ministry of Health) on 15 May 2023 as a follow
up to the information provided to you under reference H2023024810. You
requested:  

 

“Neither of the two information resources provided has information on the
effectiveness of the flu vaccine in preventing or limiting
transmission. Therefore could you please provide the information as per my
original request?” 

 

Your original request is copied below: 

 

“Could you please summarise the clinical evidence that proves the 'flu
jab' provides protection against transmission?”    

 

Manatû Hauora has consulted with Te Whatu Ora (Health New Zealand)
regarding your request, as generally information requests
regarding vaccinations fall within the responsibilities of their National
Immunisation team. However, given you are specifically interested in
clinical evidence, Te Whatu Ora holds no information within scope of your
request. Manatû Hauora and Te Whatu Ora do not conduct scientific studies
or research. Therefore, your request is refused under section 18(g)(i) of
the Act as the information is not held by Manatû Hauora and there are no
grounds for believing it is held by any other agency subject to the Act.

has been considered under the Official Information Act 1982 (the Act). As
you know, this was transferred from Manatū Hauora Ministry of Health and
formally received by Te Whatu Ora on 6 June 2023,

“I am requesting the specific clinical evidence that supports the claim of
elimination / suppression of transmission made in the recent radio
advertising for the flu jab” 

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 2 August 2023.
  
This extension is necessary because consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.

Influenza vaccination programmes are assumed to have a herd effect and protect contacts of vaccinated persons from influenza virus infection. We searched MEDLINE, EMBASE, the Cumulative Index to Nursing and Allied Health Literature (CINAHL), Global Health and the Cochrane Central Register of Controlled Trials (CENTRAL) from inception to March 2014 for studies assessing the protective effect of influenza vaccination vs no vaccination on influenza virus infections in contacts. We calculated odds ratios (ORs) and 95% confidence intervals (CIs) using a random-effects model. Of 43,082 screened articles, nine randomised controlled trials (RCTs) and four observational studies were eligible. Among the RCTs, no statistically significant herd effect on the occurrence of influenza in contacts could be found (OR: 0.62; 95% CI: 0.34-1.12). The one RCT conducted in a community setting, however, showed a significant effect (OR: 0.39; 95% CI: 0.26-0.57), as did the observational studies (OR: 0.57; 95% CI: 0.43-0.77). We found only a few studies that quantified the herd effect of vaccination, all studies except one were conducted in children, and the overall evidence was graded as low. The evidence is too limited to conclude in what setting(s) a herd effect may or may not be achieved.
